GACC Announcement No.78 (2026): Standardizing Export Declarations for UAVs & Related Items (Effective June 30)
GACC issued Announcement No.78 on June 9, 2026 to regulate export declarations of UAVs and related items. Under the Export Control Law and the Customs Law, the announcement specifies the scope of goods, declaration elements and supervision requirements, effective June 30, 2026 with no transition period and applied to all export channels. UAV exporters should complete export control classification and license application in advance. JYT can assist with commodity coding and declaration element review to mitigate compliance risk.
GACC Announcement No.79 (2026): Allowing Madagascar Peanut Imports
Under the protocol signed with Madagascar's Ministry of Agriculture and Food Sovereignty, peanuts from Madagascar meeting phytosanitary and packaging requirements are allowed to be imported into China starting June 9. The announcement specifies the requirements on quarantine approval, registration of overseas production & processing enterprises, and packaging / transport contamination prevention. Madagascar must issue a phytosanitary certificate with an additional declaration confirming compliance. Non-compliant cases may trigger suspension of the relevant enterprises' import qualifications.
GACC Announcement No.80 (2026): Phytosanitary Requirements for Cashew Imports from African Diplomatic-partner Countries
On June 9, GACC issued Announcement No.80 allowing cashews from African countries with diplomatic relations with China to be imported after risk assessment. The announcement covers the legal basis, food & phytosanitary requirements, registration of overseas production & processing enterprises, port inspection, and non-compliance handling. Importers of African cashews must complete CIFER registration for overseas producers and submit official certificates as required. JYT can handle the registration and pre-review of documents.
GACC Announcement No.81 (2026): Revised "Management Specification for Customs-designated Supervision Venues"
GACC issued Announcement No.81 on June 11, revising the "Management Specification for Customs-designated Supervision Venues" to further strengthen the full-chain supervision of food and drug safety and enhance port-level animal & plant epidemic prevention. The revision covers the setup, application, acceptance and supervision of designated venues for imported meat, aquatic products, aquatic animals, plant seedlings and logs. Importers and forwarders using these venues should monitor the qualification changes that may affect clearance arrangements.
GACC Announcement No.82 (2026): Allowing Pakistan Dried Nuts Imports
Under the protocol signed with Pakistan's Ministry of National Food Security & Research, Pakistan dried nuts meeting phytosanitary and sanitary requirements are allowed into China starting June 11. The product scope covers dried nuts such as prunes and dried apricots, grown and processed (cleaned, dried, sorted) in Pakistan. The announcement sets out rules on quarantine approval, overseas enterprise registration, processing sanitation, packaging & labeling, port inspection and non-compliance handling. Importers can engage JYT for overseas registration and document pre-review.
MOFCOM & 7 Other Agencies Issue "Measures on Promoting Railway-Tourism Integration to Expand Service Consumption"
On June 10, MOFCOM, the Ministry of Culture and Tourism, China State Railway Group and 5 other agencies jointly issued the "Measures on Promoting Railway-Tourism Integration to Expand Service Consumption", covering the development of tourism train products, themed tourism routes, railway tourism service quality and the expansion of service consumption. The policy is expected to benefit cross-border rail freight, railway tourism equipment and service trade along rail corridors. Importers and exporters can watch for related funding and pilot project opportunities.
